University of the Punjab is a leading public sector higher education institution in Pakistan, invites sealed Expressions of Interest (EOI) from reputed and experienced construction firms/contractors for the planning, design, construction, and operation of an underground storage facility for Petroleum Product (Diesel, Petrol) exclusive for its transport fleet at the University’s Transport Wing, Quaid-e-Azam Campus, Lahore.

The proposed facility will include the planning, design, construction, and operation of an underground storage facility (approx. 400 sq. ft.) comprising:

a)

Underground storage tanks for petrol and diesel.

b)

Two nozzles (petrol & diesel).

c)

CCTV, emergency shut-off system, and security room.

d)

24/7 operational support and quality control arrangements.

e)

All construction, installation, and approval costs to be borne by the vendor.

f)

Transfer of setup to the University after completion of the contract period (initially 5 years).

a)

Be registered fuel dealers/companies authorized by recognized Oil Marketing Companies (OMC) (e.g. PSO, Shell, Attock, etc.);

b)

Have at least 3 years’ experience in similar institutional projects;

c)

Demonstrate financial and technical capacity;

d)

Provide evidence of similar completed or ongoing projects;

e)

Hold valid NTN, GST, registrations.

f)

Not be blacklisted by University of the Punjab.

List of similar completed and ongoing projects.

Evidence of dealership/partnership with OMC

Submitted EOI shall be opened on the same day at 12:30 p.m. in the presence of the representative of the vendor who may wish to attend. The initial screening of applications shall be carried out as per above mentioned criteria. Delayed and incomplete EOIs will not be accepted. The university reserves the right to accept or reject any or all EOIs without assigning any reason, and to annul the process at any time.
