Database Administrator (DBA)
Duration
16 months (May 2010 to August 2011) with the possibility of an extension contingent on funding and subject to mutual agreement and satisfactory performance.
Description
The Canada-Pakistan HIV/AIDS project is a bilateral cooperation project between the Government of Pakistan (GOP) and the Government of Canada. The project is funded by the Canadian International Development Agency (CIDA) and is being implemented by a Canadian executing agency, Agriteam Canada, in close collaboration with the National AIDS Control Program (NACP) and Provincial AIDS Control Programs (PACPs). The goal of the project is to establish an effective national system for HIV/AIDS surveillance that incorporates both behavioral and biological data. It is currently in an 18 month extension from May 2010 to October 2011.
Scope of Work
The DBA (Punjab) is a full-time position, reports to the Data Base Manager and Epidemiologist/ Data Coordination Manager, and will be located in the Lahore project office. The position will involve working in a self-directed manner, under the tripartite guidance of the Database Manager, Epidemiologist/ Data Coordination Manager, and the Surveillance Manager/ Punjab Support Officer as well as working as part of a team including both Pakistanis and Canadians within a participatory and iterative project framework. The DBA (Punjab) will work actively to support HASP and NACP in the physical design and implementation of the relational data base management system (RDBMS) for Second Generation HIV/AIDS Surveillance. |

General Responsibilities |
1. Assist the Field Manager and/or the relevant technical coordinator(s) in promoting the objectives of HASP
2. Contribute to the development of HASP project plans by providing necessary data and information technology support
3. Establish and maintain a comfortable, professional and apolitical atmosphere at the HASP workplace, both national and provincial, permanent and/or temporary, consistent with Agriteam Canada Consulting Ltd. and CIDA administrative policies, requirements and guidelines
4. Contribute to and assist the HASP senior management team to: a. Ensure program cohesion and synergy b. Determine strategic program directions and analyze program performance c. Participate in annual assessments, progress reporting and work planning
5. To ensure, individually and as part of the HASP team, overall effectiveness and efficiency of project implementation by supporting the work of coordinators, consultants and counterparts and facilitating the discharge of responsibilities of other staff of the project
6. Ensure that HASP human, physical and financial resources are utilized effectively and efficiently so that they contribute to the achievement of project objectives and add value to the quality of outputs produced
7. Perform other responsibilities as directed by the Project Director, Field Manager and/or Epidemiologist and Data Coordination Manager |

Specific Responsibilities |
- Working with the DBM on the logical design of the RDBMS
- Oversee the programming and the operation and maintenance of the RDBMS
- Develop Microsoft Access screens and database for different HASP related research studies; convert /upload into central RDBMS
- Develop software application tools to extract data from the RDBMS into flat files for analysis, based on input from DBM and other SGS experts
- Establish, manage and support the process for maintaining the operability and functionality of the SGS RDBMS database, including liaison with information technology and computer support personnel
- Contribute to development and management of HASP GIS/MIS
- Contribute to the preparation of data and materials for presentation at workshops and conferences, and for inclusion in reports
- Contribute to strengthening the capacity of Punjab Provincial AIDS Control Program to manage their provincial dataset(s)
